Spearheading e-Learning in the Chinese Market |

As a country that
has been leading its international peers in the IT industry,
the ROC government places high importance on the positive impact
of e-Learning on our national competitiveness. In its 2002 annual
plan, the Executive Yuan suggested building a high-speed communication
network, creating a sound information education environment,
promoting information and distance education, enhancing the
population¡¦s knowledge and skills on information applications,
improving e-Learning contents, improving teaching methods by
utilizing Internet resources, improving the quality of e-Learning,
setting up an e-Learning network, etc. That was the first substantive
e-Learning plan suggested by the government. |

On January 15 2002,
the National Science Council of the Executive Yuan approved
a resolution on the ¡§National Science and Technology Program
for e-Learning,¡¨ planning to spend USD$120 million within a
5-year period for on this inter-department program. In 2002,
the Council for Economic Planning and Development (CEPC) drafted
a 6-year national development plan ¡§Challenge 2008¡¨ and listed
the national e-Learning program as the first key initiative
under the ¡§E-Life¡¨ category of the ¡§E-Taiwan¡¨ program. It stated
clearly that it aims at building a high quality e-Learning environment,
making Taiwan one of the leaders in e-Learning technologies.
This is an integral part of the national efforts to lead Taiwan
into a knowledge-based economy. |

From the perspective
of human resources, Taiwan, because of its limited space, natural
resources, and market potential, needs to train a great number
of internationally competitive talents in order to maintain
a place in the knowledge-based global economy. As the application
of e-Learning can significantly lower the cost of learning and
improve learning quality through more tailor-made and interactive
methods, it will play a key role in the efforts to improve our
HR quality. |

Next, from the perspective
of national development, striking a balance between urban and
rural development, and bridging the digital divide have become
important issues recently. It is therefore imperative for the
government to take the lead and build a more affordable, effective,
and easy-to-share e-Learning environment in remote, under developed
regions of the country. |

| |
Lastly, from the
perspective of learning, e-Learning brought us many novel concepts
(e.g., community learning, simulations, etc.) that later inspired
many innovative ideas for teaching and learning models. It is
hoped that the National Science and Technology Program for e-Learning
will improve our nation¡¦s overall competitiveness in a knowledge-based
economy. It can serve as a driving force for e-Learning related
industries, and certainly will promote a new wave of academic
research. With the private sector and the academic sector working
together, Taiwan, with its existing advantages, will spearhead
e-Learning in the Chinese market. |

The e-Learning
program is to create an environment advantageous for the close
cooperation among the government, industry and the academia
and facilitate e-Learning in three dimensions: social, industry,
and research.
It is hoped that through this integral program among government,
industry, academia, it can bring forth the felicity of learning
to the public.
