	Tainan County Government leads community education of e-learning Discovery of 　potentials for community education of digital learning
	In the face of the special environment and the primarily agricultural structure society in Tainan County, e-learning center shoulders also the mission of strengthening farmer’s ability to learn information technology, to assist farmers in removing the horror of informationalization, and achieve promotion of hi-tech for the agricultural industry. According to Tainan County Commissioner Huan-chih Su, “The primary objective of setting up the first learning center in Tainan County is to greatly reduce the divide between urban and suburban areas, and strengthen the overall competitiveness of all citizens. This should be the most effective remedial measures for all urban townships and rural townships nationwide where resources for education are generally inadequate and insufficient.”

	At present, the first and second digital learning center have been respectively established in Hsinyung north of Tseng-wen River and Yungkang and Jen-der area, south of Tseng-wen River with private investment each amounting to NT$7 million. The first operating model and platform mechanism for demonstration operation of digital learning center have been launched and survey on current status of resident application ability to digital practice has been completed. The report on current status of local application of industrial and commercial information and demand for digital application in future by local residents in Tainan County have been completed.

	Apart from hardware infrastructure, software planning has been aggressively under way. In the nine sessions of roundtable discussions and exhibitions, a total of 397,000 person visits were registered. Aimed at building up a good reputation and domestic demand market for e-learning, the county government has completed the process of review of certification label for e-learning courseware, licensing authorization, setup of brand name identification system, and buildup of benign circulation of e-learning information service. At the present stage, training courses for seed personnel have been in progress so that the ideal of everybody being capable of doing what one is qualified can be implemented. The hometown of the ruling green party, Tainan County has displayed its ambition to build up a demonstration of digital learning for all to see. At the same time, development of Tainan Science-based Park naturally has helped Tainan County in its drive to elevate the information technology and application among its county residents. In future, the agrarian land of Tainan County, in conjunction with the overall community buildup blueprint, is bound to become a county of agriculture, economy, humanity and e-society as well.
